SENIOR TRANSIT ORIENTED DEVELOPMENT (TOD) SPECIALIST

GENERAL PURPOSE: Under general direction, this position is responsible for project management of Transit Oriented Development (TOD) program projects; maintains continuous evaluation of internal TOD practices to ensure consistency with agency best practices; conducts and reviews market assessments for various properties within the TOD portfolio; participates in regional outreach and TOD educational efforts to raise the awareness of TOD in the region; supports corridor HCT studies through leadership of station area planning and corridor land use planning efforts; and supports the TOD Manager in executing and monitoring developer work progress consistent with Agency developer agreements.

PRIMARY DUTIES AND RESPONSIBILITIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

??Responsible for assisting the TOD Manager in identifying, planning, and organizing staff and consultant resources and approach for TOD Program implementation activities, with an emphasis on Agency surplus real property development.
??Supports and coordinates essential program management activities for assigned real estate development projects, including management of scope, quality, schedule, costs, personnel, consultants/contractors, contract documents and communications; and oversees contractors and assures contract compliance on assigned projects.
??Serves as Agency resource working collaboratively with other Sound Transit staff, on project development or planning projects with regional parties related to real estate, development and construction activities.
??Serves as project manager, team leader, co-lead, or participant on capital infrastructure projects and corridor HCT studies with work performed by Agency staff and consultants, as well as representing Sound Transit in local planning studies.
??Provides support to the Division/Department on matters as directed;; prepares and presents reports and other necessary correspondence as needed; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.


MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelors Degree in urban planning, public administration, engineering ? public infrastructure emphasis, business administration with concentration in real estate, or closely related field and three years of experience in supporting or coordinating public real estate practice with large-scale capital project experience, right-of-way acquisition, community planning, environmental analysis and building construction, and public/private finance experience; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Possession of a valid Washington State Drivers License.

Required Knowledge of:
??Understanding, creating, or evaluating market responsive multi-million dollar real estate opportunities within the public sector statutory structure (federal, state, local, and Agency), in the context of the market place, within divergent communities and publics, and in a manner that limits risk and maximizes financial and community value. ?
??Operational characteristics, services, and activities of a transit oriented and joint development real estate project transactions, real estate acquisition, relocation, property management and disposition.
??Principles and practices of program development and administration.
??Real estate property principles and practices related to the appraisal, acquisition, management, and sale of public real property assets.
??Pertinent federal, state, and local laws, codes, and regulations.
??Negotiation principles and practices.

Required Skill in:
??Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
??Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
??Overseeing, coordinating, and managing the services and activities of transit oriented and joint development real estate projects.
??Supporting large, complex projects and making decisions in fast-paced, difficult environments.
??Preparing and analyzing complex data and comprehensive reports.
??Maintaining confidentiality and communicating with tact and diplomacy.
??Applying project management techniques and principles.
??Monitoring and/or coordinating program/project operating budgets, costs, and schedules.
